Campbell Housing Element Update 2015-2023
This is a long and complicated document which is one of seven sections in the General Plan, but is required to be updated more frequently than the rest of the Plan. This section deals with the Regional Housing Needs Assessment (RHNA) and addresses housing and transportation including provisions for low income housing and location of new housing developments. It does NOT include policies regarding building height or density.
“Housing Opportunity” sites are areas where future housing may be constructed. These are primarily located in areas near lightrail (ie: along Dillon Ave). There is a map in the agenda for the 1/27/2015 Planning Commission Meeting showing the sites designated in the Housing Element (see link below). There were some minor changes to various properties around the city.
The “Negative Declaration” of the need for an Environmental Impact report is included in the update. No report is required because there were
no changes in the Land Use section of the general plan, which does deal with density and building height as well as parks, commercial zoning etc.. The City Council chose not to make any changes in Land Use designations at this time.
VTA is partnering with Campbell to improve lightrail and bus transport and bicycle and pedestrian access to public transit. Some projects coming as funds are available are express and skip stop service on lightrail, accommodations for higher speeds in downtown SJ and increased bus and shuttle services to and from stations and large business parks. There is approval for an extension of lightrail to Vasona, but no funding at this time.
Bascom Ave is designated as a “Complete Street” area, which means that it will have improved bike and pedestrian routes.
The Planning Commission approved the Campbell Housing Element as written, advancing to City Council Feb 17, 2015.
